Tire Swing
AI platform that automates affordable housing tenant income certifications for property compliance teams.
The Problem
Affordable housing compliance teams must process certification packets, often hundreds of pages of PDFs, scans, and handwritten documents, to verify tenant income and eligibility under programs like HUD, LIHTC, PBRA, and HOME. Today this means manually reading paystubs, W-2s, SSI letters, and asset statements, checking every extracted value against current regulations, chasing applicants for missing documents, and producing a defensible audit trail for auditors. This process is slow, error-prone, and leaves reviewers buried in paperwork instead of focused on decisions. Property teams also need to adapt to their own forms, policies, and operating procedures, which adds further manual overhead.
The Solution
Tire Swing reads certification documents such as paystubs, W-2s, social security letters, asset statements, applications, TICs, and lease documents, extracting the fields needed for certification with source citations. It validates every extracted value against current HUD, LIHTC, PBRA, and HCV rules alongside property-specific policies, and recalculates annual income per handbook rules including overtime trends and asset imputation. When information is missing, it automatically requests documents, clarifications, forms, or e-signatures from applicants. The platform logs every field, flag, and override with source and reviewer for audit purposes, and generates final certification packages like Form 50059 formatted to the agency's standards. It works with a property's existing PDFs, forms, and review process without requiring workflow changes, and the company states implementation can start in under a week.
